Zhejiang speeds up open oil and gas industry chain

On March 31, the reporter learned from the Zhejiang Provincial Pilot Free Trade Zone Management Committee that the State Council recently officially approved the "Several Measures for Supporting the Open Development of the Oil and Gas Industry Chain in the China (Zhejiang) Pilot Free Trade Zone", and agreed and requested Zhejiang to seriously organize the implementation. The approval of the document means that Zhejiang Pilot Free Trade Zone has obtained further empowerment and will accelerate the opening up of the entire oil and gas industry chain.

According to the "Measures", Zhejiang Pilot Free Trade Zone will implement a total of 26 new measures for open development in 11 areas.

Among them, in the introduction of international strategic investors in oil trading, we must actively integrate various resources, play the role of internationally renowned exchanges, introduce experienced exchanges in New York, London, Singapore, Dubai and other places as strategic investors, and introduce international Resources of oil traders; give full play to the enthusiasm of various enterprises, and attract central enterprises, local state-owned enterprises, and private enterprises related to oil trade to gather in the Zhejiang Free Trade Zone.

In accelerating the transformation and upgrading of the petrochemical and petrochemical industry, it is necessary to accelerate the construction of the Zhoushan green petrochemical base, use international advanced chemical production technology, focus on high-end chemicals and new chemical materials, and develop the downstream and deep processing industrial chain of chemical industry; accelerate oil and gas imports, storage and transportation Development, processing, trade, trading, and service of the entire industrial chain; to further improve the entire oil and gas industry chain and build a liquefied natural gas receiving center; on the basis of safety demonstration, support and actively carry out the multimodal transport of LNG tanks; overall planning and layout of the pipeline network , Strengthen the connection with the national natural gas pipeline network system; Support the development of marine LNG bunkering management methods and operating specifications in the Zhejiang Free Trade Pilot Zone, and pilot the development of marine LNG bunkering.

In terms of improving the marketability of oil distribution, it supports the Zhejiang Free Trade Pilot Zone to properly develop refined oil export business, and allows existing qualified refining and chemical integration enterprises in the Zhejiang Free Trade Zone to carry out by-product refined oil non-state-owned Trade exports should be tested first, and the export volume should be arranged annually as appropriate; support the Zhejiang Free Trade Pilot Zone to build a domestic distribution network for refined oil products, and explore and improve the after-event supervision model in the field of refined oil circulation.

"Measures" also proposed to improve the marine low-sulfur fuel oil supply market. Support the construction of a marine low-sulfur fuel oil production base in Zhejiang Pilot Free Trade Zone, and allow the supply of low-sulfur bonded oil through bonded and mixed methods; innovate the commodity bonded and mixed policy, and formulate physical blended trade management for bulk commodities in Zhejiang Pilot Free Trade Zone Measures to carry out physical mixing of commodities such as oil products and iron ore under bonded conditions.

Promote the joint development of the current commodity market. Support the cooperation between the Zhejiang Free Trade Zone and the Shanghai Futures Exchange and other domestic futures spot trading platforms to jointly build an oil-based commodity spot trading market. Formulate management methods for the spot trading market of commodities in the Zhejiang Pilot Free Trade Zone, and carry out spot trading of commodities such as crude oil, refined oil, fuel oil, etc., using the "current cooperation" as a link. When conditions are ripe, expand to iron ore and other commodities, and cooperate with futures exchanges with corresponding varieties.

In addition, the "Measures" also made specific explanations on improving the level of financial services and supervision of cross-border trade of commodities, and implementing fiscal and taxation policies conducive to the development of the entire oil and gas industry chain.

Liu Manping, a senior economist at the Price Monitoring Center of the National Development and Reform Commission and an expert in the China Oil and Gas Industry Think Tank Alliance, said that this is the first specific supportive measure in the national free trade zone for specific industries. These measures are intended to implement the achievements of the national oil and gas system reform in recent years, and at the same time reflect the characteristics of reform and practice that have been first tested and gradually promoted. The document clearly proposes support for the establishment of a LNG receiving center and a natural gas trading platform, which indicates that the status of Zhejiang's oil and gas trading center will be improved and is expected to become the third national trading platform after Shanghai and Chongqing.
